LAS COLINAS—Development of a proposed $252 million entertainment complex in Irving hit a major roadblock today when developers filed a lawsuit against the city alleging breach of contract. The complex, in part funded by Billy Bob Barnett of Billy Bob's Texas, is scheduled to include a music hall, hotel and most importantly, eleven new restaurants, whose fate is now uncertain.
